1. Prerequisites
Processing Timeframes:
For this type of Application, the Authority is allocating a maximum 45 day timeframe to inform the applicant with a decision.
This timeframe is initiated once all the needed documentation is received and the application is fully vetted and validated. The Application processing timeframe shall be suspended if additional information or documentation is requested from the applicant or from other third parties (including the Joint Office). The 45 day timeframe shall then resume when the applicant or the third party submits the requested information or documentation.
If the applicant fails to submit the pending documentation or carry out the requested rectifications within the stipulated timeframes set by the Authority, the application shall be closed and archived.
In order to complete this application you will require the following documents:
- A signed declaration. See LA Declaration of the application.
- A Site Plan authenticated by an Architect at a 1:2500 scale indicating the exact property location on the 2018 Planning Authority basemap.
- Recent photos of the site or property (in .jpeg format) indicating date when these were taken.
Note: Photos are to include at least 2 different streetscape views and another fronting the site or property. - Drawings of plans (scale 1:100), elevations (scale 1:50) and sections (scale 1:100) in a standard format of the existing and proposed development.
- Documentation showing a valid Legal Title on the respective Property or Land.
Note: Applications from applicants who do not have a valid legal title on the Property or Land shall not be considered. - Copy of last receipt (where applicable).
- A Google Maps satellite image indicating the extent and position of the property.
- Any other document you may think is relevant to the application.
- Note: Plans and drawings are to be submitted in both AutoCAD 2010 DWG and .pdf format.

Where no title of land is held by the applicant, a GLA1 form is to be submitted.
The PLA1 form is to be submitted prior to any Planning Authority applications. The Lands Authority is not bound by any deadlines imposed by any other Authority in this regard.
Should the Authority grant its consent to the Development Planning Application on the site in question, the eventual consent would be subject that:
- all documents submitted with the application were complete, correct, accurate and true;
- the proposed development does not run counter to conditions contained in the concession;
- no third party rights are being infringed by the proposed development;
- it shall not confer any rights over the government property, which were not previously vested; and
- the Lands Authority is in no way to be held responsible for any expenses incurred in seeking the Planning Authority's approval.
The applicant must inform the Lands Authority (via a registered letter) prior commencement of works, with this letter the applicant must attach a full copy of the Development Permit.
This application together with all decisions including documents pertinent to this application, including the application report containing the CEO’s recommendation, the eventual Authority’s decision together with the relative documents including the reasons for the grant of such permissions or refusal shall be made available for public inspection.
In terms of Article 57 of Chapter 563 of the Laws of Malta, regarding the Lands Authority Act (2017), the public is notified that any person aggrieved by any decision of the Authority, with the exception of decisions related to cases which fall under the competence of the Land Arbitration Board, may lodge an objection with the Administrative Review Tribunal, as established by Article 5 of the Administrative Justice Act, within twenty days, from the receipt of the Authority's decision.
